Full implementation of President Bola Ahmed Tinubu’s four new tax laws commences today, January 1, 2026, marking a significant turning point in Nigeria’s fiscal and revenue architecture. The laws, signed by the President in June 2025, are designed to simplify and unify tax administration across the country and modernise revenue collection in line with contemporary economic realities.
The four statutes are the Nigeria Tax Act (NTA), the Tax Administration Act (NTAA), the Nigeria Revenue Service (Establishment) Act and the Joint Revenue Board (Establishment) Act.
President Tinubu said the new laws were central to his administration’s drive to rebuild public finance on the principles of fairness, clarity and efficiency.
He described the reforms as a deliberate move away towards a system that supports growth while ensuring that the government has the resources needed to meet its obligations to citizens.
According to the President, the goal is to create a predictable environment where compliance is easier and economic activity can thrive.
Explaining the intent of the laws, Chairman of the Presidential Committee on Fiscal Policy and Tax Reforms, Mr Taiwo Oyedele, said the reforms were about fairness, simplicity and growth, stressing that a sound tax system must be easy to understand and difficult to abuse.
He said tax administration must be governed by rules, stressing that trust can only be built when taxpayers and authorities know the boundaries set by law.
Executive Chairman of the Nigeria Revenue Service (NBS), Mr Zacch Adedeji, said the new legal framework strengthens the revenue authority’s capacity to deliver results, improve transparency and reduce leakages.
He emphasised that modern revenue administration depends on strong institutions, digital systems and transparent accountability, all of which the new tax laws seek to entrench.

The Nigeria Tax Act (NTA)
The Nigeria Tax Act consolidates previously fragmented tax provisions into a single and coherent framework, making the law more transparent, accessible and easier to interpret by clearly defining taxable income, exemptions, reliefs and compliance obligations.
The Nigeria Tax Act addresses ambiguity and limits discretionary interpretations that had long undermined confidence in the tax system. It is designed to provide certainty for individuals and businesses, allowing them to plan better, comply more easily and understand their rights and obligations without excessive reliance on intermediaries.
The Nigeria Tax Act strikes a balance between revenue generation and fairness. It widens the tax net while protecting vulnerable groups and legitimate economic activities. It lays a firmer legal foundation for a tax system that is predictable, transparent and aligned with modern economic realities.

The Tax Administration Act (TAA)
The Tax Administration Act standardises tax procedures across the federation, replacing a patchwork of administrative rules that often varied from one authority to another. The uniformity is intended to reduce friction between taxpayers and tax authorities and to promote consistency in enforcement.
The Tax Administration Act sets out transparent processes for registration, filing, assessment, collection, audits and dispute resolution. It limits arbitrariness and strengthens procedural fairness by clearly spelling out timelines, responsibilities and remedies. Taxpayers are better informed about what to expect, while tax authorities operate within clearly defined boundaries.
Significantly, the Tax Administration Act strengthens accountability on both sides. While it enhances compliance tools available to authorities, it also reinforces taxpayer protections. It reframes tax administration as a rules-based system governed by law.

The Nigeria Revenue Service (Establishment) Act
The Nigeria Revenue Service Act restructures and modernises the country’s central revenue authority. It replaces the Federal Inland Revenue Service (FIRS) with the Nigeria Revenue Service (NRS) and provides a stronger legal and institutional framework for revenue collection. The Act equips the Nigeria Revenue Service with clearer powers, governance structures and operational independence needed to perform effectively in a complex economy.
Under the Act, the Nigeria Revenue Service is positioned as a professional and technology-driven institution. The law emphasises efficiency, integrity and performance, while also strengthening internal controls and oversight mechanisms to reduce leakages, improve compliance and ensure that revenues are appropriately assessed and collected.
The Act underscores the idea that sustainable public finance depends not just on tax laws, but on capable institutions that can implement them reasonably and efficiently.

The Joint Revenue Board (Establishment) Act
The Joint Revenue Board Act addresses one of the most persistent challenges in Nigeria’s tax system: coordination among federal, state and local government tax authorities. Historically, overlapping mandates and poor information sharing created conflicts, multiple taxation concerns and administrative inefficiencies. The Joint Revenue Board Act provides a legal platform for structured collaboration across all tiers of government.
The law strengthens the Joint Revenue Board as a forum for policy coordination, standard-setting and dispute resolution among tax authorities. It promotes information sharing and cooperation in enforcement to reduce duplication and taxpayer burden.
The Joint Revenue Board Act supports a more unified fiscal system by encouraging coherence instead of competition among tax authorities. It recognises that effective revenue mobilisation in a federal system depends on collaboration, mutual respect and shared standards.
